Ward Planning in a Nutshell

Promoting democratic governance
The Ward/LLG Planning process has come about in response to the increasing demands from government and civil society for a bottom-up approach to “planning and budgetary allocation process”, in order to address the lack of tangible development benefits at the district level. It aligns with existing government systems and processes but also meets citizen expectations of participation and accountability.

This 7-step planning process is rooted in the Organic Law on Provincial and Local Level Governments Act 1997 and the Vision 2050, which call for planning to start at the ward level.


Ward planning aims to contribute to:
•     (i) Better service delivery and development outcomes by improving linkages between planning and   resource allocation in line with people’s development priorities,
•    (ii) Strengthened governance by providing an open and transparent decision making process,
•    (iii) Increased participation by citizens in the planning, resource allocation, implementation, and monitoring of development priorities.
