Australia-PNG Announce 6 Community Development Small Grants for Eastern Highlands Province

Australia and PNG today announced the release of six community development small grants under the AusAID-funded Strongim Pipol Strongim Nesen (SPSN) program for the Eastern Highlands Province.

The grants totaling K375,090 will enable six community based organisations to improve access to education and better health outcomes in three Districts of Henganofi, Daulo and Kainantu.

AusAID will provide K50 million through SPSN in small, medium and large grants over the next two years to assist civil society and Non-Government Organisations deliver community development projects to improve the lives of communities across Papua New Guinea.

The Head of the Australian aid program in PNG, Stuart Schaefer, said SPSN is helping Papua New Guineans to work inside their own communities to make them stronger.

“AusAID is pleased to be supporting organisations committed to improving maternal and child health, supporting those living with HIV/AIDS, addressing violence against women and increasing participation for all people, particularly people with disabilities,” said Mr Schaefer.

AusAID Second Secretary-Governance Jennifer Clancy made the presentation on behalf of the people of Australia.

EHP Caretaker Provincial Administrator Ben Ulupu said it is encouraging to see communities keen and empowered to make improvements for the benefit of their hauslains (clans), the Districts and for the Eastern Highlands Province.

SPSN Program Director, Jeremy Syme officially handed over approved Funding Deeds to the six successful organisations in Goroka today.

“It is pleasing to see that these projects cover the SPSN program’s key priority areas of Health, Education and Gender Equality. These grants are a gift from the people in Australia to the Government and people of Papua New Guinea with the expectation of changing lives of men, women and children in the targeted communities”.

“Grants under the SPSN program recognise the commitment and ownership by the recipients and I congratulate each one for their contribution to ensure the delivery of their project,” said Mr Syme.

In the Henganofi, the Herava Youth Group will receive K73, 206 AusAID funding to enhance the group’s K8,246 contribution for a Honey Project while Fayantina Kibbutz Local Level Government’s K8, 833 for the establishment of a Community Learning and Development Centre will get a further K75,706 from AusAID.

Two double classrooms will be built in the Daulo District for the Meriaka Elementary School from AusAID’s contribution of K65,000 and the community’s K20, 291 while the Asaro Elementary School’s K13,563  receives a further K70,083.

Barola Haus Mama Clinic will receive K38,770 to add to their K3,700 for the strengthening and training of village health volunteers and traditional birth attendants for improved maternal child health project in the Kamano LLG. A further K52,324 will be given the Kakambaru Strongim Kominiti Klab to continue their community awareness program on healthy living, HIV, family violence and drug and alcohol abuse.  The group put up K1, 349 for the project. These projects will be rolled out in the Kainantu District.

The six organisations are amongst 37 projects expected to sign small grant agreements over August and September. A total of 12 organisations received large grants in May.

The SPSN grants are unique in Papua New Guinea.  All stages of the grant development and implementation process involve provincial and district government officers working jointly with local community workers. 

A local grants committee, nominated and coordinated by the Eastern Highlands Provincial Administration, screens, selects and approves projects for funding.  With the support from SPSN, district government officers with local community workers will collaborate with each community based organisation to monitor and evaluate the impact of its project.
